Why is there too much Vitamin A in multivitamins when they are fat-soluble?

From what I know, I thought taking in too much Vitamin A can be toxic to the body. Then how come almost all multivitamins contain at least 200%. Is it safe if I take in a multivitamin with this much Vitamin A? Also I'm 15 years old.

  1. It’s safe because:
Tolerable Upper Intake Level (UL) for vitamin A is 3000 micrograms/day or 10000 IU. What is UL: http://en.wikipedia.org/wiki/Dietary_Reference_Intake.

PS: Note, RDA is 900 micrograms/day or 300 IU.
