Why won't my hair grow?

My hair is just passed my shoulders about a itch, i am currently in 10th grade, i cut my hair short in 7th grade about half way down my neck, My hair has barely grown in 3 years, and i have recently been taking Multi-Vitamins and now I just bought Skin Hair and Nails, ive been trying to grow my hair out for a long time now and no progress..

do you think my hair is at its "stopped" growing point, or is the result of thinning my hair the reason it does not grow anymore, because i heard that makes hair stop growing at a certain point?

Ankle Tattoo + First Time Tattoo Quick Questions?

I am FINALLY getting around to getting my first tattoo. After some fiddling around I picked a design but I had some basic questions (and I promise none of them will ask how much it hurts!) This will end up being an ankle tattoo positioned about 2 inches above the bone that juts out (since mine REALLY sticks out!)
After hours of drawing and coloring here is the completed design I came up with:

I was wondering first off, is that much detail possible in a tattoo of that size? All my friends who have tats did not want that much detail in them. That is the actual tattoo size. Another question is about how long would a tattoo that size (about 3.4 inches by 2.5 inches) take considering the detail? I tend to get fidgety and I'm concerned about the tattoo taking a long time. Also, while I know the answer really changes by location a GENERAL idea of how much his would cost would be very helpful!

As for a few basic questions,do parlors normally just take walk ins or should I expect to need to make an appointment? Also, is it common for people to come in just to get a price on something? I am planning on getting it on my 23rd birthday (in April) but I'd like to go ahead and get an idea of cost. I am also out in the sun ALOT in the summer, what is a good sun block to help keep my tattoo from fading over time? Also, I have heard alot of mixed opinions about taking a few pain killers before I go to get the tat. Some say do some say don't. Whats the best plan on that? I have a high pain tolerance plus a few good friends coming along to keep me distracted. Also, should I expect to try and get alot of vitamin C into my system a few days before and then following the tattoo? I know I should eat a good meal before going to get the tattoo.

Any advice from anyone would be great!
Oop forgot, is April an 'ok' time to get a tattoo? I have heard mixed reviews one if there is a time of year that is better than another. Any opinions?

Ankle Tattoo Questions + Some First Time Tattoo Basic Questions?

I am FINALLY getting around to getting my first tattoo. After some fiddling around I picked a design but I had some basic questions (and I promise none of them will ask how much it hurts!) This will end up being an ankle tattoo positioned about 2 inches above the bone that juts out (since mine REALLY sticks out!) Is it weird to get a tattoo on the inside of your ankle?

Is it true that the outline hurts worse than filling in or is it the shading that is most painful? Want to know how to get clear skin?

Over the years I've learned plenty of tips & tricks to get & maintain clear skin. I've got some free time on my hands, so I figured that I would share what I have learned with you, so you might be able to have the skin you've always dreamed of. I really hope that you'll take the time to read this, because I hope it might be able to help you or someone you know.

#1: Wash your face 2 times per day...and only 2 times per day. (morning & evening) Not washing your face often enough can cause too much dirt to build up, causing breakouts. Washing your face too often can cause your skin to become irritated, which can also lead to breakouts. Therefore, 2 times a day is the best choice for washing your face.

#2: Change your pillowcase every 3-4 days. When you sleep, oil form your face goes onto your pillowcase. Sleeping on the same pillowcase for a long time transfers old oil back onto your face, causing breakouts. Changing your pillowcase every 3-4 days will be a quick fix for this problem.

#3: Avoid white bread. White bread is a refined carb and it causes insulin levels to rise. When insulin levels rise the production of oils on your face increases, causing breakouts. So avoid white bread, only eating it sparingly.

#4: Try your best to avoid sugary foods. Sugar is obviously not going to help your skin, especially soda. I highly suggest you stop all soda intake, because it is so high in sugar. I stopped drinking soda over a year ago due to a New Years Resolution, and I haven't craved it since. Switch to water, which will hydrate your skin. Also try to avoid energy drinks and vitamin waters as they pack a suprising amount of sugar. Now, as for other sugary foods, I am not saying to stop eating them completely, just cut down your intake of them.

#5: Wash your hands before you touch your face. Try your best not yo rest your chin on your hand, or touch your fash without washing your hands. Bacteria & dirt from your hands can be transfered from your hands onto your face, causing breakouts. It is best to wash your hands before you touch your face.

#6: Exfoliate your skin. Exfoliating your skin will help to remove the dead skin cells. When dead skin cells build up on your skin, they can possibly clog pores, causing breakouts. Aim to exfoliate 2 times a week with an exfoliating wipe or pad that you can get at your local grocery store. Don't exfoliate too much, that can cause skin to become irritated.

#7: As always- eat plenty of fruits & veggies. When you are healthy on the inside, it shows on the outside. Eat foods that are beneficial to you, and your skin should benefit form then, too.

#8: Try not to use hair products around your hairline. Spraying hairspray or using conditioner too close to your hairline can cause breakouts on the forehead or along the hairline. Avoiding the use of hair prodcuts along the hairline is a good idea to help prevent breakouts in that area. Just use conditioner on the bottom half of your hair, and try to only spray hairspray on the bottom half of the hair. If you need to spray hairspray on your bangs or near your hairline, make sure you cover your face with your hands first (don't forget to wash your hands before you touch your face!).

#9: Avoid greasy foods. French fries. Cheeseburgers. Fried Chicken. Pizza. All of these American classics are considered greasy foods. Greasy foods don't help breakouts at all. Try to avoid these the best that you can. Or, if you are eating pizza, try to blot the excess grease off to reduce the amount of grease you are eating.

#10: Take a multivitamin. Vitamins are great for your skin. They provide your skin with essential nutrients to help stay healthy. Taking a multivitamin will help your skin stay healthy and gorgeous.

I hope I've been able to help some of you!
Feel free to tell me what you think of my tips! :)
Yes, flipping your pillowcase will certianly work as well.
